Council Highlights – November 25, 2024
Prior to the Committee of the Whole Meeting Mayor LeBlanc presented certificates to the artists whose work was purchased through the Art Procurement Program from the Summer Art Exhibit at the Riverview Public Library. Artwork can be viewed at the bottom of this page or on our website. Congratulations to the artists:
- Dianne Ryan, for her acrylic artwork “Red Winged Blackbird Spring”
- Heather Silliker, for her water colour artwork “Mackerel”
- Patricia Winans, for her mixed media artwork “Be Like a Tree”
- Stacy MacKenzie, for her ink drawing artwork “Shear Hinchcliffe”
- Ji Hyang Ryu, for her mixed media artwork “Solitude”
- Hailey Hamilton, for her acrylic on canvas artwork that won the Viewer’s Choice award, “Sandpiper Piping”

CORRESPONDENCE
- Council received a request from the Department of Parks, Recreation, and Community Relations to temporarily close Quinn Court for the 2025 Winter Carnival “Ignite” event. The street closure would be on Friday, January 31 (storm date Saturday, February 1) between the hours of 5:30 – 8 p.m.
PETITIONS, PRESENTATIONS, & DELEGATIONS
- Shanel Akerley, Economic Development Manager with the Town of Riverview, presented to Council the completed Community Economic Development Strategy & Operational Plan. This plan is designed with the vision of Riverview being “a welcoming and prosperous community for all” with a clear mission “to foster a sustainable and inclusive community in collaboration with partners.” The strategy emphasizes collaboration, creativity, diversity, and vitality as its core values and guiding principles for the Economic Development Department. The strategic pillars of the plan fall into three categories: business (a great place for economic prosperity), community (a great place to plant roots and flourish), and lifestyle (a great place to play and have fun).
- The Committee of the Whole passed a recommendation to adopt the Community Economic Development Strategy as presented and authorize staff to proceed with the implementation of the Operational Plan.
EXTERNAL REPORTS
- Building and Planning – Building Permit Report and the Development & Activity Reports for the month of October 2024 were shared.
- The Codiac RCMP shared their snapshot for the month of October 2024. Inspector White shared information about a sexual assault case update and issued a reminder that victims of assault can submit their report at any time by calling the RCMP, no matter how much time has passed, and they will take your complaint seriously.
- Council passed a recommendation that the Town of Riverview enter a funding partnership with the Fundy Biosphere Region and submit a portion of the Mill Creek Nature Park to the Canadian Protected and Conserved Areas Database.
DEPARTMENTAL REPORTS
- All departments shared their reports for the month of October/November 2024.
- The update from Parks, Recreation, & Community Relations included a Review of Aquatic Registration, as requested by Council. While resident-preferential enrollment is an understandable request, implementing such a system would create operational strain, delays, and potentially reduce enrollment and revenue, threatening program sustainability. The Town is committed to tackling the real challenges of high demand, staffing shortages, and increased children’s programming needs by expanding capacity and ensuring access for all participants. - Parks will not be maintaining ski trails in Mill Creek this season. The trails were in low demand compared to walking trails and wetter weather conditions provided additional challenges in maintaining them, which created staff resourcing problems. For details, please read the Council Report.
COUNCIL STATEMENTS & INQUIRIES
- Mayor LeBlanc issued congratulations to Ward I Councillor Elect Richard Blackstock, who will have a swearing in ceremony later in December as he ran unopposed for the position.
- The Royale Greater Moncton Santa Claus Parade was cancelled due to weather on Saturday, November 23, and the Committee has announced a stationary parade in the parking lot of the Moncton Coliseum on Sunday, December 1, from 4 – 7 p.m. Santa & Mrs. Claus along with a few of this year’s floats will be in attendance. Everyone is welcome to come walk through the parade zone to enjoy the sights and sounds of the season that will include live music, dancing mascots and beautiful floats. Children (young and old) can bring their letters for Santa and non-perishable food items will be collected for the annual food drive.
NEXT MEETING
Council meets next on Thursday, November 28, 2024 for a Committee of the Whole meeting to review the 2025 Municipal Budget public meetings and, if required, on Saturday, November 30th. The proposed 2025 budget will be passed at the Regular Meeting of Council to be held on Monday, December 9. It will be preceded by a public hearing commencing at 6:30 p.m. The meetings will be live-streamed on our website, and the agenda for the meetings will be available prior to the meetings on the Town of Riverview Council Meetings webpage.
