Public Hearing
Prior to the Regular Council Meeting Riverview Town Council considered a proposal to rezone a portion of property located at Stonehouse & Danbury Street (PID 05117668) from Single Unit (S1) to Residential Mix (RM) to allow the construction of semi-detached dwellings.

CORRESPONDENCE
- Written view of the Planning Advisory Committee that they recommend that the Riverview Town Council Adopt By-law 300-7-18 in order to rezone PID 05117668 from Singe Unit Dwelling - R1 to Residential Mix – RM.
RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE
- Council passed a motion to temporarily close Quinn Court for the Ignite event on January 31, 2025.
- Council passed a motion to adopt the Community Economic Development Strategy as presented and authorize staff to proceed with the implementation of the Operational Plan.
- Council passed a motion to authorize the Town of Riverview to enter into a funding partnership with the Fundy Biosphere Region and submit a portion of Mill Creek Nature Park to the Canadian Protected and Conserved Areas Database.
BY-LAWS
- Council passed the second reading by section only, and third reading by title only, to By-Law 300-7-16, a By-Law to Amend the Town of Riverview Zoning By-Law (262 Hillsborough Rd).
- Council passed the first reading, by title only, to By-Law 300-7-18, a By-Law to Amend the Town of Riverview Zoning By-Law (Stonehouse & Danbury).
NEW BUSINESS
- Council passed a motion to accept the proposed 2025 Budget updates as included in report to Council dated December 9, 2024, as well as the:
- 2025 General Operating Fund Budget
- Councillor Cassista brought forward an additional motion that was approved unanimously for Town Council to endorse a letter to be sent to the Premier and Ministers responsible for Public Safety and Health to consider increasing their budget to address social issues rather than placing additional responsibility on the municipality and the Codiac RCMP.
- 2025 General Capital Fund Budget
- 2025 Utility Operating Fund Budget
- 2025 Utility Capital Fund Budget
- 2025 General Operating Fund Budget
- Council passed a motion to approve the Five-Year General Capital Plan (2025-2029) and Five-Year Utility Capital Plan (2025-2029)
- Council passed a motion to approve the Purchasing Threshold Policy revision to encourage more competitive bidding.
- Council passed a motion to appoint Jacob Bolton and Derrick Gibson as By-Law Officers with the Town of Riverview.
- Council passed a motion to authorize the Town of Riverview to move forward with the Commercial Development Grant application from Icon Developments in accordance with the Review Committee’s recommendation.
- Mayor LeBlanc appointed Kyle Lewis to a four-year term on the Planning Advisory Committee, effective immediately.
- Council passed a motion to cancel the Committee of the Whole Meeting for December 2024.
COUNCIL STATEMENTS AND INQUIRIES
- Council discussed the expired Memorandum of Understanding with the Riverview Arts Centre and steps to be taken in 2025 to establish clear relationship parameters.
- Mayor LeBlanc congratulated Councillor Cassista who received the King Charles III coronation medal from Senator Hartling for her hard work advocating for seniors across the province.
- Councillor Johnson took a moment to highlight the arrangements made for a stationary Santa Claus Parade at the Coliseum on December 1. The event was a great success and welcomed an estimated 20,000 people. The Santa Claus Parade committee is reviewing backup plans for the parade in the event of cancellation due to poor weather next year.

Council meets next on Monday, December 16, 2024 for the Oath of Office Ceremony for Councillor-Elect Blackstock at 7 p.m., followed by a Special Council Meeting.
