Committee of the Whole Meeting – February 24, 2025
PETITIONS, PRESENTATIONS & DELEGATIONS
- Presentation from Brian Maybee regarding concerns with the operational changes at the Coverdale Centre. He spoke on behalf of five community groups who hold social events seven times a year at the Coverdale Centre. Mr. Maybee brought forward the request for Council to continue bar service at the Coverdale Centre. If that is not possible the request would be to consider extending the September 2025 deadline. Director Shea addressed the history behind the report and the operational issues faced including staff safety, security challenges, liability, long-term sustainability, and expanded community offerings. Director Shea will meet with Mr. Maybee to discuss further.
EXTERNAL REPORTS
- Building and Planning – the Building Permit Report and the Development & Activity Reports for the month of January 2025 were shared.
- The Codiac RCMP shared their snapshot for the month of January 2025.
DEPARTMENTAL REPORTS
- All Departments shared their monthly reports for February 2025.
- As part of the Corporate Communications report, inquiries arose pertaining to the Riverview Alerts system and managing subscription preferences. The Town issued a reminder that it is the responsibility of residents to check for updates before parking on Town streets overnight from December 1 – April 1. If anyone is having difficulty managing their account, please email communications@townofriverview.ca and staff will be happy to help. A small percentage of users were affected by a system error on February 6. The alert platform developers are working to provide an updated list of the subscribers who were affected by this issue, so that we can determine the next steps to ensure that everyone who wants to receive alerts is receiving them as desired.
- Council received a report overviewing the use of X, formerly known as Twitter, by the municipality. A motion was passed to recommend the Town cease the use of X, formerly known as Twitter, passed 4-3. The motion will be ratified at the Regular Council Meeting of March 10, 2025.
OTHER BUSINESS
- The February Grant Report included a motion to recommend a grant to the Riverview Knights of Colombus in the amount of $800. Councillors Coughlan and Bennett declared conflicts on this item as members of the Knights of Colombus.
- Council passed a recommendation to adopt the Code of Conduct in Town Facilities Policy. This policy is to ensure a respectful, safe, and positive environment for visitors and staff.
- Council passed a motion to recommend an amendment to the Traffic By-Law. These changes address concerns related to street sports and wording to accommodate the new winter parking program.
- Council passed a motion to recommend that prior to any future budget increase requests from the CRPA/RCMP related to staffing increases, a comprehensive data analysis will be required to allow the three Councils of Moncton, Riverview, and Dieppe to make an informed decision.
- Mayor LeBlanc appointed Bev Sommers (Chair), Sharon Santalucia, Debby Warren and Aidan Proulx to the Council Compensation Committee. They will review a report from a consultant looking at comparable municipalities and their council compensation packages. The committee will make a recommendation to Council and the results will be included in the 2026 budget deliberations this fall; any salary increases would only take effect when the next Council is sworn in.
- Mayor LeBlanc reappointed Daniel Primeau and Susan Steeves to a four-year term on the Planning Advisory Committee.
COUNCIL STATEMENTS & INQUIRIES
- Councillor Blackstock recommended seeing the Adams Family Musical currently playing at the Capitol Theatre.
- Councillor Coughlan issued a congratulations on behalf of Council to Mayor LeBlanc for being a recipient of the King Charles III Medal.
Special Council Meeting
Immediately following the Committee of the Whole Meeting a Special Council Meeting was held.
- Council passed a motion to award Tender 25-34A for a Mill Creek Naturalized Detention Pond in the amount of $1,529,840 plus HST to Birch Hill Construction.
NEXT MEETING
A public hearing to hear all objections for 2025 Local Improvements may be held on Monday, March 10, 2025, at 6:30 p.m. in Council Chambers at 30 Honour House Court. However, if no objections are received on a proposed street, the Town is not required to hold a public hearing for that street. Objections can be sent to clerk@townofriverview.ca by March 7. Council meets next on Monday, March 10, 2025 for a Regular Council Meeting. The meeting will be live-streamed on our website, and the agenda for the meeting will be available prior to the meeting on the Town of Riverview Council Meetings webpage.
