PETITIONS, PRESENTATIONS, & DELEGATIONS 

  • Presentation by Fire Chief Robin True on the Riverview Fire & Rescue service mandate, with a recommendation to formally approve the mandate.  

EXTERNAL REPORTS 

DEPARTMENTAL REPORTS 

  • All departments shared their reports for December 2024 and January 2025.  
  • The Director of Engineering & Public Works clarified that any potholes or damaged sidewalks can be reported using the Report A Concern platform in order to be triaged for repair.  
  • The Department of Parks, Recreation, Facilities and Community Relations highlighted the upcoming Winter Carnival that is celebrating its 50th year this year. Festivities kickoff this Friday, January 31 with the Ignite fireworks show at Winter Wonderland Park. Quinn Court will be closed for this event except for local traffic, emergency personnel, and limited accessible parking spaces.  
  • Council brought forward a motion to recommend the Town to cease using X (formerly known as Twitter). After discussion the motion was passed to postpone this decision until the next Committee of the Whole meeting so staff may compile information in a report for Council.  

OTHER BUSINESS 

  • Council passed a motion to recommend that Atlantic Wellness be awarded a 2025 Annual Operational Grant in the amount of $10,000 (Mayor Andrew LeBlanc declared a conflict on this item).  
  • Council passed a motion to recommend that the Greater Moncton Chorale be awarded a 2025 Annual Operational grant in the amount of $1,000 (Mayor Andrew LeBlanc declared a conflict on this item). 
  • Council passed a motion to recommend that the Riverview Lion’s Club be awarded a 2025 Annual Operational Grant in the amount of $3,000 (Councillor Cecile Cassista declared a conflict on this item).  
  • Council passed a motion to recommend that the following 2025 Annual Grants be awarded, which will become official once ratified at the Regular Council meeting of February 10, 2025: 
    • 292 RCSCC Coverdale Sea Cadets in the amount of $3,000 
    • Albert County Action Committee in the amount of $6,450 
    • Anglophone East School District (Dolly Parton Imagination Library) in the amount of $5,000, presentation required.  
    • Atlantic Ballet Theatre of Canada in the amount of $5,000 
    • Big Brothers Big Sisters of Greater Moncton in the amount of $3,500 
    • Codiac Concert Band Harmonie in the amount of $500 
    • Cooperative LaBikery in the amount of $2,500 
    • Crossroads for Women in the amount of $1000, presentation required.  
    • Greater Moncton Chorale in the amount of $1,000 (Mayor Andrew LeBlanc declared a conflict on this item).  
    • Greater Moncton Santa Claus Parade in the amount of $2,000 
    • Greater Moncton Scottish Association in the amount of $1,500 
    • Hospice Southeast New Brunswick Inc. in the amount of $5,000 
    • HubCap Comedy Festival in the amount of $2,500 
    • NB Cares (Moncton Cares) in the amount of $1,000 
    • NB Medical Education Foundation Inc. in the amount of $10,400 
    • NB Refugee Clinic in the amount of $4,000 
    • Riverview Veterans & Armed Forces Association in the amount of $1,725 
    • Tri-County Ground Search & Rescue Group in the amount of $3,000 
    • Youth Impact Jeunesse in the amount of $2,500 
  • The January Grant Report included motions to recommend to award the following grants: 
    • Moncton-Riverview Highland Dance Association in the amount of $500 
    • New Brunswick Youth Orchestra in the amount of $1,500 
    • Atlantic Nationals in the amount of $2,000 
    • Frye Festival in the amount of $2,500 
    • Codiac Cyclones Speed Skating Club in the amount of $1,000 
    • Riverview Disc Golf Association in the amount of $2,000 
  • Council received a memo outlining the process for the proposed 2025 Local Improvement Projects.  
    • Notices to residents of Garland Drive, Pinegrove Drive and Vernon Avenue will be sent out January 28th and 29th, 2025. 
    • There is an Open House planned for February 13th, 2025 at 6:00 p.m. at Town Hall.  Residents are asked to register in advance to attend for this session by sending an email toclerk@townofriverview.ca by February 11th. 
    • Public Hearing, if required, will be held on Monday, March 10, 2025 at 6:30 p.m. Followed by First Reading being introduced at the Regular Council Meeting of March 10, 2025.  Property owners who have objections to the Local Improvement project should submit written objections to the Town Clerk through email at clerk@townofriverview.ca, or regular mail at 30 Honour House Court, Riverview, NB E1B 3Y9 by March 7, 2025. 
  • Mayor LeBlanc updated the liaison appointments as follows: 
    • Capitol Theatre – Councillor Blackstock  
    • Codiac Transpo – Councillor Thorne Alternate: Councillor Coughlan  
    • Codiac Regional Policing Authority – Councillor Coughlan  
    • EMO – Mayor LeBlanc, Councillors Bennett, Coughlan & Blackstock  
    • Greater Moncton Homelessness Steering Committee – Deputy Mayor Gouzoules  
    • MAGMA – Deputy Mayor Gouzoules  
    • Pension & Benefits Committee – Councillor Cassista  
    • CAO Performance Review Committee– Mayor LeBlanc, Councillors Cassista & Deputy Mayor Gouzoules  
    • Riverview Armed Forces & Veterans Assc. - Councillor Thorne  
    • Riverview Arts Centre – Councillor Johnson

COUNCIL STATEMENTS & INQUIRIES 

  • The anticipated timeline to complete the new Higgs-Brook bridge along the Riverfront Trail is mid-February.  
  • Winter Carnival begins this Friday, January 31 with Ignite — a reminder to get there early to give yourself enough time to park and walk to Winter Wonderland Park, and enjoy the festivities before the fireworks start at 7 p.m.!  

 

NEXT MEETING 

Council meets next on Monday, February 10, 2025 for a Regular Council Meeting. There is an Open House planned for February 13th, 2025 at 6:00 p.m. at Town Hall for the 2025 Local Improvement Projects. Residents are asked to register in advance to attend for this session by sending an email toclerk@townofriverview.ca by February 11th.
