Committee of the Whole Council Meeting – April 24, 2023
To begin the meeting, a presentation was made by Brian Powers, Master of the Coverdale Masonic Lodge and Don Williams, who authored a book on the history of the masonic temple in Riverview. They presented the book to Council as a gift to commemorate the Town’s 50th anniversary, as they too celebrate a major milestone of 65 years in 2023.
Presentations and Delegations
- Presentation by Kirk Brewer, Plan 360 – A presentation was made to inform Council of a proposal to rezone a property on Hillsborough Road.
External Reports
- Building and Planning – Development activity report (including year-to-date numbers) and the Building Permit Report for March 2023 were shared.
- Codiac RCMP shared activity reports for the tri-communities for March 2023
Departmental Reports
- All departments shared their reports for April 2023.
- Engineering & Public Works will begin many local improvement projects in the coming weeks, including road patching to begin in May. Streets scheduled for local improvement in 2023 include, Birkdale Drive, Darwin Drive, Elmore Court, Inwood Court, and Windsor Street.
- Parks, Recreation & Community Relations noted that the next deadline to apply for 50th Anniversary Grants is from April 20 to May 21 for community events happening for the remainder of 2023. Director Shea also noted that Community Cleanup month began yesterday until May 24, which encourages residents and local businesses to register for free kits to help keep Riverview clean. Participants will celebrate a successful Community Cleanup at a free zero-waste BBQ at the Coverdale Centre on May 24.
Recommendations
- The Committee of the Whole made a motion to recommend that the process for rezoning continues for the proposed Hillsborough Road development, which will include the motion being ratified at the Regular Council Meeting on May 8, a public hearing on July 10, and written views from the Planning Advisory Committee.
- The Committee of the Whole recommends that Riverview Town Council accept the staff recommendation that funds for a comprehensive Electric Vehicle Strategy be considered in the 2024 Municipal Budget process, prior to the installation of EV charging stations by the Town of Riverview.
- The Committee of the Whole recommends that Riverview Town Council award a grant to the Greater Moncton Music Festival in the amount of $500.
- The Committee of the Whole recommends that Riverview Town Council award a grant to the RHS Leadership Group Girls Night In event in the amount of $500.
- The Committee of the Whole recommends that Riverview Town Council award a grant to the MAGMA Mosaiq Festival in the amount of $5000.
- The Committee of the Whole recommends to Riverview Town Council that the bus route for Patricia Drive, provided by Codiac Transpo, be cancelled due to lack of ridership.

Special Council Meeting
A special Council meeting was held immediately following the COW meeting to approve the following motions:
- That Riverview Town Council approve the audited financial statements for the year ending December 31, 2022 prepared by Baker Tilly GMA LLP presented on March 27, 2023 (Previously presented to Council).
- BE IT RESOLVED that the Town Council of the Town of Riverview authorize the transfer of $16,000.00 from the 2023 General Operating Fund to the Parkland Reserve Fund. This amount is in connection with the recently received cash in lieu of land for Lots 23-1 and 23-2 on the Alkarain Investment Corporation Subdivision.
